Credentials to the Republic of Korea

HE BA Samba Mamadou, Ambassador of Mauritania to Korea presented, on Wednesday, November 23, his credentials to HE Mr. Yoon Suk Yeol, the President of the Republic of Korea, accrediting him as Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Mauritania to Korea, with Residence in Tokyo. During the meeting granted to him by the Head of State, the Ambassador conveyed to him the greetings and best wishes of the President of Mauritania, HE Mr. Mohamed Ould Cheikh El Ghazouani. He also presented, on behalf of the President of Mauritania, the deep condolences of the Mauritanian Government and people, to the President, to the Government as well as to the entire Korean people, after the Itaewon tragedy of October 29. He also wished the wishes of a speedy recovery to those injured in the tragic event. The Korean President thanked him, and then asked him to convey, in return, his greetings and thanks to the President of Mauritania

New Procedure against COVID-19 for entry in Mauritania
|
New procedures of the Protocol for the Health Control of the Pandemic of COVID 19 on the arrival of travelers in Mauritania implemented from October 20, 2021
1. Any traveler at land, sea or air entry points must observe the following measures
- Mandatory wearing of a mask
- Hand washing or disinfection with hydroalcoholic solutions
- Respect of the physical distance of 1.5m
- Contactless temperature measurement (thermal camera, or thermo flash)
- Present a certificate attesting that the person is fully vaccinated with one of the vaccines authorized by the WHO such as: AstraZeneca, Sinopharm, Pfizer/BioNTech, Janssen (Johnson & Johnson), Moderna, Sinovac, Covishield

NB: For two-dose vaccines, vaccination is considered complete two weeks after the administration of the second
- Travelers not vaccinated or whose vaccination is incomplete must be provided on boarding with a negative PCR test dating back less than 72 hours and issued by an approved laboratory
2. In the event of the presence of signs suggestive of COVID-19 on arrival (fever, cough, difficulty in breathing, sneezing, general fatigue, etc.) the traveler will be in charge according to health protocol and a standard diagnostic test (TR-PCR) will be carried out.
- The traveler having a positive result, will observe a controlled quarantine of 10 days, in a place of his responsibility. His care and follow-up will be provided free of charge by the services of the Mauritanian Ministry of Health. A control RT-PCR test will be carried out on the 10th day before leaving the quarantine
- The traveler with a negative result is advised to self-confine for ten days to protect his entourage against a possible infection with COMID-19
3. Foreign passengers arriving without a COVID-19 RT-PCR test, or vaccination certificate, are not allowed to enter the national territory and the company that transported them is required to take care of them and return them to their origin.
4. Special case of repatriation of a mortal remains of a Mauritanian Citizen:
- Provide the file required for the transport of the mortal remains (death certificate - certificate of closure of the coffin, repatriation authorization issued by the consular authority specifying the list of two accompanying persons at most, etc.)
- Hold a document from a medical institution in the country of origin of the remains attesting to their COVID-19 situation, in order to take the appropriate health measures
- The remains are transported in accordance with other measures in force in the field of air transport.
5. Special case of teams
Aircraft crews having to spend one or more nights for technical operating reasons and who arrive without a complete vaccination certificate and without a COVID-19 RT-PCR test must be confined in a hotel by their airlines until their departure.
These provisions cancel and replace all previous provisions

The Mauritanian Visa issuing system has been changed to the biometric authentication system. Until this system is introduced in this Embassy, any visa can not be issued here in Japan however you can apply and get VISA at the airport of Nouakchott or at any border if you plan to enter in Mauritania.

We present en English, French and Arabic the Speech of the President of the Islamic Republic of Mauritania and the President of the Africa Union, His Excellency Mr. Mohamed Ould Abdel Aziz on the occasion of the commemoration of the 51st anniversary of the Organization of Africa Unity/Africa Union on 25th May 2014:
Excellencies Heads of State and Government of Africa,
Distinguished Citizens and Citizens in the Continent,
Today, May 25, 2014, our Continent Africa celebrates the fifty-first anniversary of the founding of the Organization of African Unity, now the African Union.
On this happy occasion, it's a great pleasure for me to extend my warm congratulations and best wishes to all the girls and sons of dear continent, Africa.
I seize this historic opportunity to express the esteem and consideration that we have for the founding fathers about the great work they have done to serve the unity and progress of the peoples of Africa. We pay them a tribute for having laid the foundations for cooperation between our peoples raising the rank our Continent to the position it deserves in the concert of nations.
We can be proud of the honorable record of our continental organization, a record that includes the release of the Continent from the yokes of colonial domination and ending of the abject system of apartheid.

Ladies and Gentlemen,
Our organization has worked to translate our shared awareness of our common destiny to build a united Africa and resolutely turned towards the progress.
We celebrate today some undeniable achievements in democratization field on our continent and we welcome efforts to the promotion and consolidation of the rule of law and good governance.
In this regard, I wish to acknowledge the critical role of the African woman, who is firmly committed and selfless to carry the torch of the struggle for freedom and for the promotion of human rights.
Africa, it's to be welcomed, has made real progress on the path of sustainable development. The Continent recorded significant growth rates .
The creed of our struggle should now be the continental integration.
Africa is a young continent immensely rich, with huge potential.
This is the key assets for the prosperity of the regional economic communities, more and more efficient, and promotes the creation of a free continental exchange zone, strong of more than one billion consumers.
The food self-sufficiency, the development of agribusiness and the fighting against poverty and malnutrition remain goals to complete by our organization to ensure the prosperity and food security for our peoples.
The agreed theme this year by our Summit namely "the Year of Agriculture and Food Security ", reminds us how agriculture is central to the issue of development.

Ladies and Gentlemen,
The preservation of political and economic success requires peace and security: conflict, terrorism and cross-border insecurity are threats concern for some of our states.
We strongly condemn the kidnapping of innocent school girls in Nigeria. We demand their immediate and unconditional release. These practices are contrary to the precepts of Islam, the religion of tolerance and peace.
The difficult situation in Mali, Nigeria , Central African Republic , Somalia, South Sudan and Libya, challenges us and deserves our attention.
However, we welcome, the positive evolution of the situation in the Great Lakes region .
We also note with satisfaction the progress made in the implementation of our architecture for peace and security, particularly the CARIC and the good development of the Nouakchott's process.
The Africa relies on its partners to help him meet the challenges of underdevelopment. A reform of the United Nations system, in the sense of enhancing the role and weight of Africa is necessary.

Ladies and Gentlemen,
Some sustained efforts across the continent have significantly improved development indicators. Additional efforts are needed to combat endemic diseases and to reduce unemployment and poverty, particularly in the ranks of women and youth.
We must ensure the modernization and expansion of our basic infrastructures, good management and enhancement of our natural resources.
We need to invest more in education, training, science, technology and research.

Finally, I strongly appeal all the Africa's girls and sons to assume their responsibilities, the challenges facing Africa in order to implement our development agenda post-2015 in line with our Vision for Africa in 2063.

Aujourd¡Çhui, 25 mai 2014, notre Continent l¡ÇAfrique célèbre le cinquante et unième anniversaire de la création de l¡ÇOrganisation de l¡ÇUnité Africaine devenue l¡ÇUnion Africaine. En cette heureuse circonstance, il m¡Çest particulièrement agréable d¡Çadresser mes chaleureuses félicitations et mes meilleurs vœux à toutes les filles et tous les fils de notre cher continent.
Je saisis cette occasion historique pour exprimer toute l¡Çestime et la considération que nous vouons aux pères fondateurs pour l¡Çœuvre colossale qu¡Çils ont accomplie au service de l¡Çunité et du progrès des peuples d¡ÇAfrique. Nous leur rendons un vibrant hommage pour avoir jeté les bases d¡Çune coopération entre nos peuples hissant notre Continent à la place qui lui sied dans le concert dans nations.

Notre organisation s¡Çest attelée à traduire notre conscience partagée de notre communauté de destin pour bâtir une Afrique unie et résolument tournée vers le progrès.
Nous nous réjouissons, aujourd¡Çhui, des acquis indéniables en matière de démocratisation sur notre continent et nous nous félicitons des efforts consentis pour la promotion et la consolidation de l¡ÇEtat de droit et de la bonne gouvernance.
A cet égard, je tiens à saluer le rôle décisif de la femme africaine, qui s¡Çest engagée résolument et avec abnégation à porter le flambeau de la lutte pour la liberté et pour la promotion des droits humains.
L¡ÇAfrique, il faut s¡Çen féliciter, a accompli de réels progrès sur le chemin du développement durable. Le Continent enregistre des taux de croissance appréciables.
Le credo de notre lutte devrait désormais être l¡Çintégration continentale.
L¡ÇAfrique est un continent immensément riche et jeune, avec d¡Çénormes potentialités. Cela constitue des atouts clés pour la prospérité des communautés économiques régionales de plus en plus performantes, et favorise la création d¡Çune zone de libre échange continentale forte de plus d¡Çun milliard de consommateurs.
L¡Çautosuffisance alimentaire, le développement de l¡Çagro-industrie et la lutte contre la pauvreté et la malnutrition demeurent des objectifs à parachever par notre organisation pour assurer la prospérité et la sécurité alimentaire pour nos populations.
Le thème retenu cette année par notre Sommet à savoir « l¡ÇAnnée de l¡ÇAgriculture et de la Sécurité Alimentaire », nous rappelle à quel point l¡Çagriculture est au centre de la problématique du développement.

La préservation des succès politiques et économiques exige la paix et la sécurité : les conflits, le terrorisme et l¡Çinsécurité transfrontalière, constituent des menaces préoccupantes pour certains de nos Etats.
Nous condamnons fermement l¡Çenlèvement des jeunes lycéennes innocentes au Nigéria. Nous exigeons leur libération immédiate et sans conditions. Ces pratiques sont contraires aux préceptes de l¡ÇIslam, religion de tolérance et de paix.
La situation difficile au Mali, au Nigéria, en République Centrafricaine, en Somalie, au Soudan du Sud et en Libye, nous interpelle et mérite toute notre attention.
Il convient de se féliciter cependant de l¡Çévolution positive de la situation dans la région des Grands Lacs.
Nous notons aussi, avec satisfaction, les progrès enregistrés dans la mise en place de notre architecture de paix et de sécurité, en particulier la CARIC ainsi que la bonne évolution du processus de Nouakchott.
L¡ÇAfrique compte sur ses partenaires pour l¡Çaider à relever les défis du sous-développement. Une réforme du système des Nations Unies, dans le sens d¡Çune valorisation du rôle et du poids de l¡ÇAfrique, est nécessaire.

Des efforts soutenus à travers le continent ont sensiblement amélioré les indicateurs du développement. Des efforts supplémentaires doivent être consentis pour combattre les maladies endémiques et faire reculer le chômage et la pauvreté en particulier dans les rangs des femmes et des jeunes.
Nous devons veiller à la modernisation et à l¡Çexpansion de nos infrastructures de base, à la bonne gestion et à la valorisation de nos ressources naturelles.
Nous devons investir davantage dans l¡Çéducation, la formation, la science, la technologie et la recherche.

Enfin, je lance un vibrant appel aux filles et aux fils de l¡ÇAfrique, pour assumer leurs responsabilités, relever les défis auxquels fait face l¡ÇAfrique en vue de mettre en œuvre notre Agenda de développement post-2015 conformément à notre Vision pour l¡ÇAfrique 2063.

أصحاب السعادة رؤساء الدول والحكومات الأفريقية،
أيها السيدات و السادة المواطنات و المواطنين في القارة،
اليوم، الموافق25 مايو 2014، تحتفل قارتنا أفريقيا بالذكرى الحادية والخمسين لتأسيس منظمة الوحدة الأفريقية التي أصبحت الاتحاد الأفريقي.
و بهذه المناسبة السعيدة، فإن من دواعي سروري أن أتقدم بالتهاني الحارة و أطيب التمنيات إلى جميع أبناء و بنات قارتنا العزيزة.
و أنتهز هذه الفرصة التاريخية للتعبير عن أسمى التقدير و الاعتبار الذي نكنه جميعا للآباء المؤسسين نظرا لجسامة العمل الذي أنجزوه خدمة لوحدة وتقدم شعوب أفريقيا. و نحن بالمناسبة نشيد بهم لأنهم وضعوا أسسا ثابتة للتعاون بين شعوبنا، من شأنها أن ترفع قارتنا إلى المقام الذي تستحقه في محفل الأمم.
و يمكننا أن نفخر بسجل الإنجازات المشرف لمنظمتنا القارية، وهو سجل يتضمن، من بين أمور أخرى، تحرير القارة من نير السيطرة الاستعمارية ونظام الفصل العنصري البغيض..

أيها السيدات والسادة،
لقد عملت منظمتنا القارية على ترجمة وعينا المشترك بوحدة مصيرنا من أجل بناء إفريقيا موحدة تتجه دائما بحزم نحو التقدم.
إننا لنسعد اليوم بالمكتسبات التي لا يمكن إنكارها في مجال التحول الديمقراطي في قارتنا، كما نهنئ أنفسنا على الجهود المبذولة من أجل تعزيز وتوطيد دولة القانون والحكم الرشيد.
في هذا الصدد، أود أن أنوه بالدور الحاسم للمرأة الأفريقية، التي أثبتت التزامها بكل حزم و نكران للذات لحمل مشعل النضال من أجل الحرية ومن أجل تعزيز حقوق الإنسان .
إن أفريقيا، وهو ما يشاد به هنا، قد أحرزت تقدما حقيقيا على طريق التنمية المستدامة. و قد سجلت القارة معدلات نمو معتبرة. و ينبغي أن يكون شعار نضالنا من الآن هو التكامل القاري.
إن أفريقيا هي قارة غنية جدا و شابة، و تتمتع بإمكانيات هائلة.
و هذا يمثل مزايا جوهرية لتحقيق ازدهار التجمعات الاقتصادية الإقليمية التي تزداد كفاءتها أكثر فأكثر، و هو ما يشجع على إنشاء منطقة قارية للتبادل الحر، قوية بسوق تضم أكثر من مليار مستهلك.
إن الاكتفاء الذاتي الغذائي، وتطوير الصناعات الزراعية ومكافحة الفقر وسوء التغذية لا تزال أهدافا ينبغي لمنظمتنا استكمال تحقيقها من أجل ضمان الازدهار والأمن الغذائي لشعوبنا.
إن الموضوع الذي اعتمدته قمتنا هذه السنة ألا وهو "سنة الزراعة والأمن الغذائي"، ليذكرنا إلى أي مدى تشكل الزراعة المحور الأساسي في إشكالية التنمية .

أيها السيدات والسادة،
إن الحفاظ على النجاح السياسي و الاقتصادي يتطلب السلام والأمن: لكن الصراعات والإرهاب و انعدام الأمن العابر للحدود ما تزال للأسف تشكل تهديدات مقلقة لبعض دولنا .
إننا ندين بشدة اختطاف الفتيات التلميذات البريئات في نيجيريا. و نطالب بالإفراج عنهن فورا و بدون شروط. و نؤكد على أن هذه الممارسات تتعارض مع تعاليم الإسلام، دين التسامح والسلام.
إن الأوضاع الصعبة في كل من مالي، ونيجيريا، وجمهورية أفريقيا الوسطى، والصومال، وجنوب السودان، وليبيا، تسترعي انتباهنا و تستحق اهتمامنا.
ومع ذلك، فإن التطور الإيجابي للوضع في منطقة البحيرات العظمى يستحق منا الترحيب و التهنئة.
كما نلاحظ أيضا بارتياح التقدم الحاصل في تنفيذ منظومتنا للسلام والأمن، وخاصة الآلية الإفريقية للتجاوب السريع مع الأزمات (كاريك) و كذا التطور الجيد لآلية مسار نواكشوط.
إن أفريقيا تعتمد على شركائها من أجل مساعدتها في مواجهة تحديات التخلف. كما أن إصلاح منظومة الأمم المتحدة، بمعنى تعزيز دور و وزن إفريقيا يبقى أمرا ضروريا.

أيها السيدات والسادة،
لقد أدت الجهود المستمرة في جميع أنحاء القارة إلى تحسين مؤشرات التنمية بشكل ملحوظ. لكن، لا بد أن من بذل جهود إضافية لمكافحة الأمراض المتوطنة والحد من البطالة والفقر، لا سيما في صفوف النساء والشباب.
و يجب علينا الاهتمام بتحديث و توسيع بنياتنا التحتية الأساسية، وبالتسيير الجيد لمواردنا الطبيعية و تثمينها.
كما أننا بحاجة إلى زيادة الاستثمار في التعليم والتدريب و العلم والتكنولوجيا و البحث العلمي.

أيها السيدات والسادة،
أخيرا، أناشد بشدة جميع بنات و أبناء أفريقيا، بأن يبادروا إلى تحمل مسؤولياتهم، ورفع التحديات التي تواجه أفريقيا من أجل التمكن من تنفيذ أجندتنا للتنمية لما بعد سنة 2015 تماشيا مع رؤيتنا الإستشرافية لأفريقيا في أفق 2063 .
